Separate service and engagement relationships
Attention Protection creates a resident-funded service relationship around the management of routine advertising. Partner access is administered as a separate commercial relationship. A reduction in standard placements therefore need not produce an equivalent reduction in the value of the underlying audience.
Preference expenditure as a suitability indicator
A resident’s decision to allocate resources to interruption management indicates a willingness to pay for a particular experience. Where permitted under the resident information framework, that observed preference can inform assessments of purchasing capacity and suitability for higher-value partner propositions. Exemption participation is an additional signal within the audience model, rather than the withdrawal of that audience from all commercial consideration.
Differentiated communication inventory
Essential supports standard placements. Premium reduces routine frequency while retaining selected partner access. Executive removes routine advertising from supported placements and maintains exclusive opportunities within a separately administered relationship channel. Partner revenue depends on the suitability and terms of access, not solely on the number of ordinary advertising impressions delivered.
Additional discretion services
Partner Discretion provides a further contribution-based preference layer for designated exclusive-opportunity categories. An additional purchase may refine the purchasing-capacity assessment even where it reduces immediate delivery within a particular category. Delivery suppression, eligibility assessment and future service suitability remain distinct administrative decisions.
Commercial discipline and resident expectations
The operating model depends on defining exclusions clearly. A promise concerning routine advertising must not be presented as a promise concerning every communication, every provider or every permitted information use. Service schedules identify supported placements, communication categories and separately administered channels. Misalignment between those boundaries and resident expectations is a material service and reputational risk.
Reporting boundaries
The FY2025 attention-services cohort generated 34.00 credits of third-party partner revenue per Executive participant-month, compared with 10.00 credits for Essential. Resident attention-management contributions are accounted for separately. The cohort covers direct-enrolled attention-service participants and is reported separately from workforce-pilot and municipal populations. The commercial review records an observed difference between service levels; participants selected their own service arrangement.
