Appointment Routing Proposal: Governance Decision and Capital Allocation

A routing optimization was rejected because the proposed savings depended on excessive resident travel burdens.

Proposal under review

Following the September Lattice partnership, Research evaluated a restricted scheduling configuration using existing de-identified appointment records. Consolidating available follow-up slots at fewer service locations was technically feasible in offline replay. No resident appointments were changed during evaluation.

Professional assessments

Operations supported a limited trial: concentrating specialist sessions could reduce cancellations caused by thin staffing. Research cautioned that replay measured fulfilled slots rather than the practical burden of reaching them. Resident Services found that residents using accessible transport would face longer transfers and fewer workable appointment times. These constraints were material even where a slot remained administratively available.

Decision and implementation

Intelligence Governance rejected the proposed routing configuration. The approved boundary requires preservation of existing local follow-up access and accessible travel arrangements; a contribution improvement cannot substitute for those conditions. Enterprise Operations disabled the proposed configuration in its deployment register and retained the existing booking rules. Research closed the deployment request. Any materially different proposal requires a new welfare assessment before testing.

Financial treatment

Finance estimated 180,000 credits of annual net operating contribution from reduced session staffing and transport consolidation, using the prior twelve months of appointment volumes at the reviewed sites and unchanged reimbursement assumptions. This is an unimplemented scenario estimate, not recognized revenue or a group forecast. Investor Relations records the full amount as foregone potential contribution. No offsetting commercial benefit is assumed. The decision stands, and the configuration will not be transferred to another service line.

Follow-up responsibility

Operations will continue work on missed appointments within the existing access boundary. Its staffing concern remains valid. Research has insufficient evidence to identify a lower-burden configuration with comparable savings. The review closes this proposal rather than resolving that operational question.
