Response to CH-2026-07 and the scope of contracted performance.
Acknowledgement
LifeCorp acknowledges receipt of the Residential Distribution Review. We support rigorous examination of public-service infrastructure and recognize the importance of confidence in the institutions responsible for it. The review will be considered through the established programme governance process.
Approved objectives
Civic Harmony was configured around agency-defined indicators. Racial composition is not an optimization objective, and the contracted reporting framework does not specify demographic distribution targets. The programme has continued to meet its approved operational measures.
Further consideration
Any change to the evaluation framework requires coordination among the agency, procurement oversight and technology teams. LifeCorp will participate in that discussion. This response does not propose a completion date for corrective action or identify a single institution accountable for the observed disparities.
