Oversight Committee Correspondence

Responsibility across an outcome-aligned contract.

Positions received

The agency states that it did not instruct LifeCorp to consider race in residential placement. LifeCorp states that Civic Harmony does not optimize for racial composition. The technology team reports that the model is operating within the approved objectives. Procurement oversight confirms that contractual requirements have been satisfied.

Outstanding question

Each response concerns a particular part of the process. None establishes responsibility for the complete outcome identified in CH-2026-07. The Commission notes that significant discriminatory outcomes remain unresolved regardless of whether a participant explicitly requested them.

Review status

The Committee requests a joint corrective proposal with a named accountable owner and a timetable for review. Contract compliance remains relevant but cannot resolve the broader question on its own. Correspondence is archived pending a substantive response; the existence of this record should not be interpreted as evidence of remediation.
