Municipal Services Integration Framework
Procurement framework for coordinated service delivery.
Scope of services
This framework defines coordination of approved housing, nutrition and benefits providers. Agencies specify eligibility rules and reporting requirements. The contractor supplies scheduling infrastructure, provider integration and aggregate service reports. Existing agency relationships remain visible to service users.
Performance requirements
Contract evaluation emphasizes delivery continuity, administrative expenditure, complaint volumes and resolution times. Baseline periods and calculation methods must be agreed before deployment. The framework does not include a required demographic distribution assessment or an independent resident autonomy measure.
Responsibilities and review
Agencies retain policy responsibility; contractors remain responsible for the services specified in each agreement. Changes to performance measures require a formal variation. The oversight schedule reviews contracted outputs, leaving broader consequences to separate agency processes. This division of responsibilities should be understood before outcome-based payment is adopted.
Change control
An agency may request additional evaluation before expanding the use of recommendations. Such a request is separate from confirming that invoices correspond to contracted services. The framework does not prevent wider review, but neither does it automatically fund or require one.
