New Meridian Service Administration
New Meridian: Year-One Performance Review
Measurable progress across the contracted programme.
Programme overview
The first-year Civic Harmony review concerns the New Meridian pilot launched in February 2024. Agency teams used a coordinated reporting environment to review service continuity, administrative workload, complaints and relocation requests. The programme builds on municipal service relationships rather than replacing the responsible public administration.
This report summarizes the agreed service measures. Their definitions and baselines should remain attached to later uses of the figures so that a programme result is not mistaken for a measure of every aspect of community life.
First-year contracted indicators
Changes are measured against the agreed pre-deployment baseline. A reduction in recorded requests concerns that reporting channel; the report does not independently determine every resident’s reasons for remaining.
| Indicator | Reported result | Scope |
|---|---|---|
| Administrative expenditure | −27% | Contracted administration |
| Recorded complaints | −43% | Cases entering the selected channel |
| Relocation requests | −61% | Requests, not all preferences |
| Municipal service efficiency | +32% | Agreed delivery measure |
Operational experience
Teams reported fewer handoffs between providers and a more regular schedule for reviewing unresolved service cases. The consolidated environment made it easier to identify which organization was expected to provide the next response. Agency leaders regard these changes as useful improvements in daily administration.
The programme also made the reporting choices more visible. A common dashboard can improve consistency while retaining the limitations of the indicators selected for it. The administration will preserve supporting definitions rather than allowing a headline result to become detached from its original calculation.
Technical material and future reporting
The institutional archive includes the framework and research material supporting the scorecard. A separate technical appendix will examine reporting boundaries and distribution patterns when available. It is not represented as already published on the date of this first-year report.
Subsequent dashboard editions may display the latest reconciled service figures alongside more recently updated continuity measures. Where a measure is carried forward, it should retain its original baseline and should not be described as a fresh annual improvement.
