Forecast Records: Access and Erasure Review

A resident-specific adapter is suspended while Governance reviews whether source erasure and the supplied export satisfy the request.

Request and response

Evan authorized publication of this limited first-name account. He requested access to information used to forecast his service choices and erasure of eligible material. Resident Services deleted the source interaction records eligible under the applicable schedule and identified the administrative records retained with their stated purposes. The forecasting team retained his resident-specific low-rank adapter under its model-maintenance classification. The shared foundation model was not part of his export.

What the export supplied

The response supplied a parameter package, its version and compatibility manifest, and a readable inventory of retained classifications, recorded predictions and their uses. It explained that execution required the compatible internal base model and serving configuration. Evan could read the listed inferences but could not run the adapter independently to inspect its responses to alternative circumstances. The export contained no operational access to the institutional model environment.

Evan accepted that the source deletions had occurred. He challenged the continued retention of adjustments learned from those records and asked how the package enabled him to test the representation still associated with him. The service desk had recorded the delivery stage as complete; his substantive access and erasure objections remained open.

Positions supplied for review

Research distinguished the retained parameter adjustments from copies of the source records. It argued that the adapter recorded learned task relationships and could support forecasts without retrieving the deleted interactions. Operations sought to retain the validated configuration rather than rebuild the service forecast after each source-retention event. Neither team claimed that an adapter reproduced every deleted observation.

Governance found that a storage classification alone could not settle whether retained adjustments remained information relating to an identifiable resident. Source deletion, continued use of a learned representation and intelligible access were separate questions requiring a connected decision. The absence of a readable transcript inside the weights did not establish erasure, and delivery of a parameter file did not establish that the access response was sufficient. No finding of legal compliance was issued.

Interim restriction implemented

Governance suspended the disputed adapter and its resident-specific cached forecasts from operational and commercial use during review. Lattice Research & Evaluation removed it from serving eligibility and blocked its promotion, retuning and use in synthetic cohorts. Staff may not restore an earlier resident-specific version or substitute a cached prediction to continue the same use. Evan’s service requests continue through manual coordination without an adverse eligibility adjustment.

The disputed package is held separately with access limited to the review team pending a decision on its retention basis and disposition. The hold is not recorded as completion of erasure or as authority for indefinite retention. Any remaining records and review evidence require their own documented purpose; the review does not treat all records as automatically eligible for deletion.

Questions remaining

The review must determine what further intelligible information is required, whether retaining the linked adapter has a sufficient basis and what deletion, replacement or validated unlearning would require. Research has not demonstrated removal of Evan-specific information from this adapter. No unlearning method is certified by this record. A proprietary base-model dependency does not by itself resolve the access objection.

The restriction applies to this disputed representation. It leaves the wider model-maintenance classification under review and supplies no general exemption from resident rights. The earlier communication remedy and the useful transport exception service remain in place. Resident Services will keep the request open until the resident receives the substantive determination and available review route.
