Personal Records: Provenance, Interpretation and Correction Procedure
A correction must reach the services relying on a classification, not merely amend the source display.
Corporate archive copy. Original document dates and publisher identities are retained.
Record classes
Each entry distinguishes verified events, resident-authored accounts, institutional interpretations, derived classifications and disputed information. Verification identifies the source and the fact checked; it does not endorse every interpretation attached to that fact. A service summary must display a disputed classification with its qualification rather than present it as an uncontested event.
Correction and interpretation
Staff correct factual errors against evidence and retain a version history. Where dates and events are agreed but their meaning is disputed, the resident’s account is recorded immediately, the interpretation is marked contested and the responsible division reviews its purpose. Supporting private correspondence can be inspected by the reviewing officer without being copied into an employment or housing system.
Propagation and interim decisions
A changed classification generates a notice to each registered downstream consumer identifying the superseded version and the minimum replacement fields. Consumers acknowledge receipt, review decisions relying on the old interpretation and record the result. A source correction remains open until required acknowledgements arrive. Urgent service decisions receive human review during propagation rather than automatically reusing the contested classification.
Access and export
The resident can obtain the original, amendment, reasons and list of notified consumers. Permissions for one review do not authorize general browsing of the personal archive. Community staff may receive a resident-approved service-area forecast through Housing; they receive no employment interpretation or family narrative through this procedure. Corrections leave a traceable history, but superseded classifications cease to be active inputs.
